The Cygwin tools contain a large number of GNU development tools, including gcc (Gnu compiler collection, which is mainly used for C/C++, g77 (Gnu Fortran 77) and gdb (Gnu debugger),  Introductions to the usage of these are given in the Programming and Scripting Languages section
