Over time, I have come to depend on the following two sites as my primary sources for LaTeX information and software. They are

The MikTeX distribution site
The LaTeX Navigator site at LORIA, a research establishment in France.

You'll need a text editor and some way to conveniently invoke LaTeX and the other programs needed to produce final LaTeX output. I use the Programmer's File Editor mainly because I became used to it when I was writing my dissertation using emTeXGI under Windows 95 and PFE was part of the distribution. I can also run the latex and dvips commands conveniently from the menu. That was one part about MikTeX which I did not find to be intuitive: how to actually invoke LaTeX on the ascii input file. EmTeXGI had push buttons. I read many good things about WinEdt too, but it is shareware and PFE is freeware and I think PFE is very slick. In any event, you'll develop favorites over time and be sure to browse the LORIA LaTeX Navigator site for ideas.
