Prof. Clive G. Page has made an entire book on Fortran 77 available:

for download (right-click this link: download) in postscript form (gunzip it using the Cygwin tools and view/print it using ghostview) and
in web page form.

The Russian Fortran Programmers Club site is an interesting site and deals with, among other topics, graphical user interface concerns.

Here is a page listing Free Fortran Software resources.

There is also a comp.lang.fortran newsgroup on Usenet, in which the signal-to-noise ratio is pretty good.
